The West Bengal Municipal Service Commission (WBMSC) has released Advertisement No. 01 of 2025 for the Recruitment Examination, 2025, for the post of Sub-Assistant Engineer (Civil) under the Kolkata Municipal Corporation. Eligibility Criteria

  • Prescribed Qualification: A diploma certificate in Civil Engineering from the State Council for Engineering & Technical Education or its equivalent[cite: 4]. Candidates having higher qualifications in Civil Engineering may also apply.
  • Documents & Certificates: Documents regarding Essential Qualifications, Age, Caste, and PWD certificates must be scanned and uploaded with the online application. Bonafide Certificates issued by competent authorities must be obtained within the closing date of the advertisement.
  • EWS Candidates: Candidates seeking EWS reservation must furnish an Income and Asset Certificate issued by:
    • Block Development Officer (B.C.O) for Rural Areas.
    • Sub-Divisional Officer (S.D.O) for Municipal Areas.
    • District Welfare Officer, Kolkata (D.W.O) for Kolkata Municipal Corporation areas (KMC).
    • The reservation will be guided by specific Government of West Bengal notifications. The Commission will verify the veracity of these certificates.

Age Limit

  • Age as on 1st January of the year of Advertisement: Not more than 37 years.
  • Age Relaxation:
    • Schedule Castes, Scheduled Tribes candidates of West Bengal: Relaxable by 5 years.
    • Other Backward Classes candidates of West Bengal: Relaxable by 3 years.
    • Persons with Disabilities (40% and above): Relaxable up to 45 years.
  • Note: Age as recorded only in the Madhyamik or equivalent certificate will be accepted. SC/ST/OBC candidates from other states will be treated as General Candidates.

Selection Process

The examination will be held in Kolkata and consists of two successive stages:

  1. Written Test (200 marks):
    • OMR based, Multiple choice Objective type.
    • 100 questions, each carrying 02 marks.
    • Negative Marking: 01 mark will be deducted for every incorrect/wrong answer.
    • Language: Questions will be set in English.
    • Time Allowed: 1.5 hours.
  2. Personality Test (40 marks):
    • Held at the Commission’s office in Kolkata.
    • Candidates will be called for Personality Test in a ratio of 3 times the number of vacancies, based on merit and subject to verification of original documents.
    • Qualifying Marks:
      • General Candidates: 45%
      • O.B.C. & EWS Candidates: 40%
      • S.C., S.T. & PWD candidates: 35%
    • The Commission has discretion to relax qualifying marks.
    • Candidature will be cancelled if candidates are absent on the date of Interview/Personality test.
  • Final Merit List: Prepared based on total marks obtained in the written examination and Personality test.
  • Tie-breaking Rule: If multiple candidates obtain the same aggregate marks, the candidate with an earlier date of birth will be preferred.
  • Syllabus: Questions will be based on the Diploma Level Examination in Civil Engineering as approved by AICTE.

  • Scribe Application Window: 09-07-2025 to 15-07-2025 (11:00 AM to 04:00 PM) for eligible candidates to apply for a scribe in person.

Examination Fee

  • For U.R., EWS & O.B.C candidates: ₹150.00 (Application fee) + ₹50.00 (Processing Charges) = ₹200.00 only.
  • For SC, S.T. & P.W.D candidates: Only Processing Charges of ₹50.00 to be paid.
  • No exemption of fee is available to SC/ST/OBC candidates of other States.

How to Apply

  • Online applications are invited through the WBMSC website www.mscwb.org.
  • Submission of more than one application for a particular post is strictly prohibited, and such candidature will be cancelled.
  • Candidates must be cautious when entering their email ID and mobile number during online application.
  • Candidates in service under Central or State Government/Semi Government/Local/Statutory Body must ensure that a No-Objection Certificate (N.O.C.) from their current employer reaches the WBMSC office within 7 days preceding the date of the Personality Test.
