The Staff Selection Commission (SSC), under the Government of India, Ministry of Personnel, Public Grievances & Pensions, invites applications for the Multi Tasking (Non-Technical) Staff (MTS) in Pay Level-1 (7th CPC Pay Matrix) across various Ministries/Departments/Offices in different States/Union Territories and Havaldar posts in the Central Board of Indirect Taxes and Customs (CBIC) and Central Bureau of Narcotics (CBN), Department of Revenue, Ministry of Finance. The recruitment offers 1,075 tentative vacancies for Havaldar (detailed in Annexure-XVII), with MTS vacancies to be updated on the SSC website. 3. Eligibility Criteria

(a) Nationality/Citizenship

A candidate must be:

  • A citizen of India, or
  • A citizen of Nepal, or
  • A subject of Bhutan, or
  • A Tibetan refugee who arrived in India before January 1, 1962, with the intent to settle permanently, or
  • A person of Indian origin who migrated from Pakistan, Burma, Sri Lanka, or East African countries (Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia) or Vietnam with the intent to settle permanently.
  • Note: Non-Indian citizens require an eligibility certificate from the Government of India, to be submitted before appointment.

(b) Age Limit (as on August 1, 2025)

  • MTS: 18–25 years (born between August 2, 2000, and August 1, 2007).
  • Havaldar: 18–27 years (born between August 2, 1998, and August 1, 2007).

  • Ex-Servicemen (ESM): Must acquire ESM status within one year from the application closing date. Sons/daughters/dependents of ESM are not eligible for ESM reservation (Para 6.8).
  • Date of Birth: Must match the Matriculation/Secondary Certificate. Discrepancies may lead to cancellation.

(c) Educational Qualifications (as on August 1, 2025)

  • MTS and Havaldar: Matriculation (10th Standard) or equivalent from a recognized Board.
  • Notes:
    • Candidates awaiting results are ineligible.
    • Degrees/diplomas from Open and Distance Learning are valid if approved by the Distance Education Bureau, UGC (Para 11).
    • Equivalent qualifications require proof of equivalence from the issuing authority (Para 16.5.2).

(d) Functional Requirements and Suitable Disabilities for Havaldar

  • Functional Requirements: Sitting (S), Standing (ST), Walking (W), Bending (BN), Kneeling & Crouching (KC), Lifting (L), Seeing (SE), Manipulation by Fingers (MF), Reading & Writing (RW), Hearing (H), Communication (C).
  • Suitable Disabilities:
    • Hard of Hearing (HH).
    • One Arm (OA), One Leg (OL), One Arm & One Leg (OAL), Acid Attack Victim (AAV), Spinal Deformity (SD), and Spinal Injury (SI) without neurological/limb dysfunction.
    • Multiple disabilities involving the above.

(e) Reservation Categories

  • SC/ST: Submit caste certificate (Annexure-IX) from competent authority (e.g., District Magistrate, Tehsildar). Tamil Nadu ST candidates require certificate from Revenue Divisional Officer.
  • OBC: Submit certificate (Annexure-X) issued on/after April 1, 2025, confirming non-creamy layer status.
  • EWS: Submit Income & Asset Certificate (Annexure-XI) for annual family income < Rs. 8 lakh.
  • PwBD: Submit Disability Certificate (Annexure-XII, XIII, or XIV) as applicable. Scribe assistance requires certificates (Annexure-I, IA, II, IIA).
  • Ex-Servicemen (ESM): Submit Undertaking (Annexure-VIII) and, if serving, a certificate from the Commanding Officer (Annexure-VII).
  • Central Govt. Civilian Employees: Submit certificate for age relaxation (Annexure-VI).

(a) Computer-Based Examination (CBE)

  • Structure: Two mandatory sessions on the same day (Para 14.5.1).

  • Details:
    • Objective-type, multiple-choice questions.
    • No negative marking in Session-I; negative marking of 1 mark per wrong answer in Session-II.

  • Minimum Qualifying Marks (Para 18.3):

    • OBC/EWS: 25%
    • All other categories (SC/ST/PwBD/ESM): 20%
  • Syllabus (Para 14.6):
    • Numerical and Mathematical Ability: Integers, LCM/HCF, Decimals, Fractions, Arithmetic Operations, BODMAS, Percentage, Ratio, Proportions, Work and Time, Simple Interest, Profit and Loss, Area/Perimeter, Distance and Time, etc.
    • Reasoning Ability and Problem Solving: Logical reasoning, puzzles, coding-decoding, series, analogy, etc.
    • General Awareness: Current affairs, history, geography, polity, economy, science, etc.
    • English Language and Comprehension: Vocabulary, grammar, sentence structure, comprehension, etc.
  • Shortlisting: Session-I performance evaluated first; Session-II evaluated only for those qualifying Session-I. Separate cut-offs for MTS (by age group and State/UT) and Havaldar.

(b) Physical Efficiency Test (PET)/Physical Standard Test (PST) (Havaldar Only)

  • PET (Para 14.7.2):
    • Male: 1600m walking in 15 minutes.
    • Female: 1 km walking in 20 minutes.
    • Exemptions: As per Para 14.7.6 for PwBD candidates (with medical certificate).
  • PST (Para 14.7.3):
    • Male:
      • Height: 157.5 cm (relaxable by 5 cm for Garhwalis, Assamese, Gorkhas, ST).
      • Chest: 81 cm (fully expanded, minimum 5 cm expansion).
    • Female:
      • Height: 152 cm (relaxable by 2.5 cm for Garhwalis, Assamese, Gorkhas, ST).
      • Weight: 48 kg (relaxable by 2 kg for Garhwalis, Assamese, Gorkhas, ST).
  • Note: Pregnant female candidates may take PET six weeks after confinement, subject to a medical fitness certificate (Para 14.7.1).

(c) Document Verification (DV)

  • Documents Required (Para 16.5):
    • Matriculation/Secondary Certificate.
    • Caste/Category Certificate (SC/ST/OBC/EWS).
    • Disability Certificate (PwBD).
    • Ex-Servicemen Undertaking/Certificate.
    • Photo ID (e.g., Aadhaar, Voter ID, PAN, Passport).
    • Name change documents (if applicable, e.g., Divorce Decree, Gazette Notification).
    • Two recent passport-size color photographs.
  • Note: Originals and copies required. Non-submission or discrepancies lead to disqualification.

(d) Final Selection

  • MTS: Based on Session-II performance, with separate age group-wise (18–25, 18–27) and State/UT-wise cut-offs. Candidates eligible for both age groups are first considered for 18–25 years.
  • Havaldar: Based on Session-II performance and PET/PST qualification.
  • Preferences: Candidates must indicate preferences for Post-cum-States/UTs/CCAs (e.g., MTS-Delhi, Havaldar-CGST-Delhi) in the application (Para 27). Non-preferred posts/States not considered.
  • Allocation: Ministries/Departments/Offices allocated by SSC using standard methodology (Para 18.13). Proficiency in the local language may be required for confirmation (Para 18.20).
  • Note: No re-evaluation/re-checking of scores permitted (Para 14.5.8).

5. How to Apply

  • Portal: https://ssc.gov.in.
  • Steps:
    1. Complete One-Time Registration (OTR) on https://ssc.gov.in by June 30, 2025, with:
      • Personal details (Name, DOB, Father’s/Mother’s Name as per Matriculation Certificate).
      • Aadhaar Number or alternate ID (Voter ID, PAN, etc.).
      • Mobile number and email ID (verified via OTP).
      • Disability Certificate Number (if PwBD).
    2. Log in and fill the online application form:
      • Select post preferences (MTS, Havaldar, or both) and State/UT/CCA (Annexure-XVI).
      • Indicate scribe requirement (if PwBD, Para 8).
      • Upload:
        • Live photograph (captured via application module, 20–50 KB, JPG/JPEG).
        • Scanned signature (10–20 KB, JPG/JPEG, 6.0 cm x 2.0 cm).
        • Disability certificates (PwBD, Annexure-I, IA, XII–XIV).
    3. Pay the examination fee (Para 11):
      • UR/OBC: Rs. 100 (online via BHIM UPI, Net Banking, Visa, Mastercard, Maestro, RuPay Debit Card).
      • SC/ST/PwBD/ESM/Female: Exempt.
    4. Submit by July 24, 2025 (23:00 hours).
    5. Correct applications during July 30–31, 2025 (additional fee applies, Para 12.7).
  • Important Notes:
    • Only one application per candidate. Multiple applications lead to cancellation (Para 36).
    • Aadhaar-based authentication preferred; non-Aadhaar candidates must upload alternate ID proofs (Para 34).
    • Applications with blurred/miniature photographs/signatures are rejected (unless Aadhaar-authenticated, Para 13).

6. Scribe Assistance for PwBD

  • Eligible Categories (Para 8):
    • Blindness, Locomotor Disability (Both Arms Affected), Cerebral Palsy.
    • Other PwBD with physical limitation to write (certificate required, Annexure-I/IA).
  • Conditions:
    • Scribe’s qualification must be below the candidate’s (Annexure-II/IIA).
    • Scribe must not be a candidate in the same exam or on the debarred list (https://ssc.gov.in).
    • Candidates can opt for their own scribe or SSC-provided scribe (Para 10).
    • Scribe’s Entry Pass generated during Admission Certificate download.
    • False declarations or debarred scribes lead to cancellation (3–5 years debarment, Para 33).
  • Documents: Medical certificate (Annexure-I/IA), scribe undertaking (Annexure-II/IIA), scribe’s photo ID.

  • Candidates select three centres (anywhere in India) in order of priority (Para 13.2, Annexure-XVI for codes).
  • No changes allowed post-submission.

8. Reasons for Rejection

  • Incomplete applications or non-payment of fees (Para 11.5, 12.8).
  • Multiple applications (Para 36).
  • Blurred/miniature photographs/signatures (non-Aadhaar authenticated, Para 13).
  • False information or non-submission of required certificates (Para 7, 16.6).
  • Failure to meet eligibility criteria (age, education, PET/PST for Havaldar).
  • Malpractices (e.g., taking exam materials, impersonation; debarment 1–10 years, Para 31–32).

9. General Instructions

  • Banned Items: Mobile phones, calculators, watches, etc., prohibited in exam halls (Para 15).
  • Admission Certificate: Download from https://ssc.gov.in; not sent by post (Para 39). Carry two passport-size photos and valid photo ID (Aadhaar, Voter ID, PAN, etc.).
  • Verification: Candidature is provisional; discrepancies at any stage lead to cancellation (Para 18.19).
  • Malpractice Penalties (Para 31–32):
    • Taking exam materials: 1–2 years debarment.
    • Impersonation/hacking: 7–10 years debarment.
    • Scribe-related violations: 3–5 years debarment.
