The Railway Recruitment Boards (RRBs) under the Government of India, Ministry of Railways, invite applications for 6,238 vacancies for Technician Grade I Signal (Pay Level 5) and various Technician Grade III (Pay Level 2) posts under Centralized Employment Notification (CEN) No. 02/2025. 3. Eligibility Criteria

(a) Nationality/Citizenship

A candidate must be:

  • A citizen of India, or
  • A citizen of Nepal, or
  • A subject of Bhutan, or
  • A Tibetan refugee who arrived in India before January 1, 1962, with the intent to settle permanently, or
  • A person of Indian origin who migrated from Pakistan, Burma, Sri Lanka, or East African countries (Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia) or Vietnam with the intent to settle permanently.

(b) Age Limit

  • Technician Grade I Signal (Pay Level 5): 18–33 years (born between July 29, 1992, and July 28, 2007).
  • Technician Grade III (Pay Level 2): 18–30 years (born between July 29, 1995, and July 28, 2007).

(c) Educational/Technical Qualifications

  • Technician Grade I Signal:
    • 10+2 with Physics and Maths, or
    • Diploma in relevant engineering disciplines (as specified in Annexure A).
  • Technician Grade III (varies by post, refer to Annexure A, e.g., for Cat No. 3 – Blacksmith):
    • Matriculation/SSLC plus ITI in Blacksmith trade from NCVT/SCVT, or
    • Matriculation/SSLC plus Course Completed Act Apprenticeship (CCAA) in Blacksmith trade.
  • General Notes:
    • Qualifications must be from recognized institutions by July 28, 2025.
    • Candidates awaiting final exam results are ineligible.
    • Diploma/Degree in Engineering is not accepted in lieu of ITI/CCAA for Pay Level 2 posts unless specified.

(d) Medical Standards

  • A3: Highest standard (e.g., Technician Grade III Track Machine, Crane Driver).
  • B1: Moderate standard (e.g., Technician Grade I Signal, Blacksmith, Bridge).
  • C1: Lowest standard (e.g., Fitter (PU & WS), Welder (Workshop)).
  • Candidates unfit for higher-preferred posts but fit for lower-preferred posts within the same pay level may be allotted accordingly, subject to merit and vacancy. No further medical appeals are permitted.

(e) Reservation Categories

  • SC/ST: Must submit caste certificate (Annexure I).
  • OBC (Non-Creamy Layer): Certificate issued on/after April 1, 2025, per Annexure II, and self-declaration (Annexure II A) confirming non-creamy layer status.
  • EWS: Income and Asset Certificate (Annexure III) for annual family income < Rs. 50,000.
  • Ex-Servicemen (ExSM): Declaration (Annexure VI) and certificate for employed officials (Annexure VI A).
  • PwBD: Disability certificate as per Annexure V(A), V(B), or V(C). Scribe assistance for eligible PwBD candidates requires certificates (Annexure V(D), V(E), V(F), V(G)).
  • EBC/Minority: Income certificate (Annexure III A) or minority declaration (Annexure IV) for fee waiver.

4. Recruitment Process

(a) Computer-Based Test (CBT)

  • Separate CBT for Pay Levels 5 and 2:
    • Duration: 90 minutes.
    • Questions: 100 MCQs.
    • Negative Marking: 1/3 mark deducted per wrong answer.
    • Normalization: Applied for multi-shift CBTs.

(b) Document Verification (DV)

  • Candidates must produce original documents (e.g., educational certificates, caste certificates, photo ID) as listed in the e-call letter.
  • Discrepancies or misrepresentation lead to disqualification.

(c) Medical Examination (ME)

  • Conducted to ensure fitness for the post’s medical standard (A3, B1, or C1).
  • Candidates must meet the specified medical criteria to qualify.

(d) Final Selection

  • Based on CBT merit, DV, and ME.
  • Candidates provide preferences for posts and Zonal Railways/PUs. Options are final and binding.
  • RRBs recommend empanelled candidates to Railway Administrations, which issue appointment offers.

5. How to Apply

  • Portal: Apply online at official RRB websites (e.g., www.rrbbbs.gov.in, www.rrbkolkata.gov.in, etc., listed in Para 16.0).
  • Steps:
    1. Create an account on the RRB website using the link provided.
    2. Fill in personal, educational, and technical qualification details.
    3. Upload:
      • Recent color passport-size photograph (JPG/JPEG, 20–50 KB).
      • Scanned signature (JPG/JPEG, 30–49 KB, 140×60 pixels, black ink on white paper, cursive).
      • Relevant certificates (e.g., caste, EWS, PwBD, ExSM).
    4. Select one RRB and provide post preferences for the chosen pay level.
    5. Pay the examination fee:
      • UR/OBC: Rs. 500 (Rs. 400 refunded post-CBT).
      • SC/ST/EWS/ExSM/PwBD/Female/Transgender/Minorities/EBC: Rs. 250 (fully refunded post-CBT).
    6. Submit the application by July 28, 2025 (23:59 hours).
  • Important Notes:
    • Multiple applications for the same pay level result in disqualification and debarment from future RRB/RRC exams.
    • Verify payment completion (avoid unauthorized websites).
    • No modifications post-submission except via the “Modify Application” link (additional fee applies).
    • Keep mobile number and email active for updates; changes are not permitted.
    • Download and retain the e-call letter and application printout.

6. Scribe Assistance for PwBD

  • Eligible Categories: Blindness, Locomotor Disability (Both Arms Affected), Cerebral Palsy, or others with certified physical limitation (Annexure V(G)).
  • Conditions:
    • Scribe’s qualification must be one level below the candidate’s.
    • Scribe must be registered via One-Time Registration (OTR) at rrbapply.gov.in.
    • One scribe per candidate; candidates cannot act as scribes.
    • Change of scribe at the exam venue is generally not permitted unless under exceptional circumstances with OTR proof.
    • Misconduct or impersonation leads to candidature cancellation.

  • Incomplete applications.
  • Multiple applications for the same pay level.
  • Non-payment of examination fee.
  • Discrepancies in documents or misrepresentation.
  • Failure to meet eligibility criteria during DV or ME.

8. General Instructions

  • Banned Items: Mobile phones, calculators, watches, pens, etc., are prohibited at exam venues. Only the e-call letter and valid photo ID are allowed.
  • Travel Concession: SC/ST candidates can avail free travel passes for CBT/DV by submitting a self-attested e-call letter and SC/ST certificate at ticket counters.
  • Verification: RRBs verify credentials at all stages. False information leads to disqualification or removal from service if appointed.
