3. Eligibility Criteria
(a) Nationality
A candidate must be:
- A citizen of India, or
- A subject of Nepal, Bhutan, or a Tibetan refugee who arrived in India before January 1, 1962, with the intent to settle permanently, or
- A person of Indian origin migrated from Pakistan, Burma, Sri Lanka, or specified East African countries (Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia, Vietnam) with the intent to settle permanently.
- Note: Non-Indian citizens require an eligibility certificate from the Government of India, to be submitted before appointment.
(b) Age Limit (as on May 1, 2025)
- Minimum Age: 21 years (born not later than May 1, 2004).
- Maximum Age: 30 years (born not earlier than May 2, 1995).

- CGPA/OGPA candidates must provide a university-issued conversion certificate.
(d) PwBD Categories
- Eligible Disabilities: Blindness/Low Vision, Deaf/Hard of Hearing, Locomotor Disability (including Cerebral Palsy, Leprosy Cured, Dwarfism, Acid Attack Victims, Muscular Dystrophy), Autism/Intellectual Disability/Specific Learning Disability/Mental Illness, Multiple Disabilities.
- Scribe Assistance:
- For candidates with ≥40% disability (blindness, locomotor disability affecting writing, cerebral palsy) or <40% disability with writing difficulty (Appendix-I).
- Scribe’s qualification must be below the candidate’s (Page 34).
- Compensatory time: 20 minutes per hour for eligible PwBD candidates.
- Scribe must not be a candidate or NICL employee (Page 34).
(e) Reservation Categories
- SC/ST: Submit caste certificate (Page 20) from competent authority (e.g., District Magistrate, Tehsildar). Tamil Nadu ST candidates require a certificate from Revenue Divisional Officer.
- OBC: Submit Non-Creamy Layer certificate (Page 22) issued after March 31, 2025, based on income for FY 2022-23, 2023-24, 2024-25 (Page 23).
- EWS: Submit Income & Asset Certificate (Page 33) for annual family income < Rs. 8 lakh, issued by a competent authority.
- PwBD: Submit Disability Certificate (Forms V, VI, VII; Pages 24–28). Scribe users submit Forms A or B (Pages 34–36).
- Ex-Servicemen: Submit Service/Discharge Book, pension payment order, or certificate for serving personnel (Pages 29–32).

- Based on combined Main Examination (objective) and Interview scores.
- Final merit list in descending order of consolidated marks.
- Medical fitness required as per NICL rules.
- Candidates must join within the stipulated period; no extensions for lien holders.
5. Emoluments & Benefits
- Basic Pay: Rs. 50,925/- (Scale: Rs. 50,925–85,925–96,765).
- Total Emoluments: Approx. Rs. 90,000/- per month in metropolitan centers.
- Benefits: Pension (PFRDA), Gratuity, LTS, Medical Benefits, Group Personal Accident Insurance, Company/leased accommodation.
- Doctors (MBBS): Additional Non-Practicing Allowance (25% of Basic Pay, subject to conditions).
- Service Conditions:
- Probation: 1 year (extendable up to 2 years).
- Guarantee Bond: 4 years, with liquidated damages equivalent to one year’s gross salary if resigned early.
- Resigning during probation: Repay gross salary + Rs. 25,000 (training cost).

- Enter Name, Contact Details, Email ID to generate Provisional Registration Number and Password.
- Save data using “SAVE AND NEXT” if incomplete; submit by July 3, 2025.
- Upload:
- Photograph (200×230 pixels, 20–50 KB, JPG/JPEG).
- Signature (not in capital letters, 10–20 KB, JPG/JPEG).
- Left Thumb Impression (200 DPI, 20–50 KB, JPG/JPEG).
- Handwritten Declaration (English, 800×400 pixels, 50–100 KB, JPG/JPEG): “I, (Name), hereby declare that all the information submitted by me in the application form is correct, true and valid. I will present the supporting documents as and when required.”
- Pay the application fee:
- SC/ST/PwBD: Rs. 250/- (intimation charges).
- Others: Rs. 1,000/- (application fee + intimation charges).

7. Scribe Assistance for PwBD
- Eligible Categories:
- ≥40% disability (blindness, locomotor disability, cerebral palsy).
- <40% disability with writing difficulty (Appendix-I, Page 35).
- Conditions:
- Scribe’s qualification must be below the candidate’s.
- Scribe must not be a candidate or NICL employee (Page 34).
- Compensatory time: 20 minutes per hour.
- Documents: Scribe Declaration Form (Page 34), Certificate for <40% disability (Page 35).
- Penalties: Independent answering by scribe leads to cancellation and debarment.
8. Examination Centres
- Phase I (Preliminary): Vijayawada, Guwahati, Patna, Chandigarh, Delhi-NCR, Ahmedabad, Bengaluru, Chennai, Kolkata, etc. (Pages 10–11).
- Phase II (Main): Hyderabad, Guwahati, Patna, Chandigarh, Delhi-NCR, Ahmedabad, Bengaluru, Chennai, Kolkata, etc. (Page 12).
- Notes:
- No change in centre/venue/date/session allowed.
- NICL may cancel/add centres or allot alternate centres.
- Candidates bear travel risks/costs; interview candidates eligible for sleeper class fare reimbursement.
9. Reasons for Rejection
- Multiple applications (Page 1).
- Incomplete applications or non-payment of fees.
- Blurred/smudged photograph/signature/thumb impression/declaration.
- False information or non-submission of required documents.
- Malpractices (e.g., impersonation, carrying banned items like mobile phones; debarment up to permanent).
- Failure to meet eligibility criteria or produce original documents at interview.
10. General Instructions
- Banned Items: Stationery, electronic devices, calculators, etc., prohibited (Page 19).
- Call Letters: Download from https://nationalinsurance.nic.co.in; carry photo ID and two passport-size photos.
- Biometric Verification: Thumb impression/photograph captured during Phase II.
- Malpractice Penalties:
- Unfair means/impersonation: Disqualification, permanent debarment, criminal prosecution.
- Carrying electronic devices: Disqualification.
- Service Rules: Selected candidates governed by NICL Service Regulations; transferable across India.
